Valarie Hill has been an Enrolled Agent, licensed to practice before the Internal Revenue Service since 1989. As founder of Flower City Tax and Accounting, Valarie is determined that every customer be satisfied, every question be answered, and every deduction be taken.
With 28 years and over 19,000 tax returns under her belt, Valarie has seen the tax laws change hundreds of times. Constant continuing education is the only way to stay on the cutting-edge. Rest assured that your return, whether it be personal, small business or corporate, is prepared using the most up-to-date information and technology.
Valarie is also a QuickBooks Professional Advisor, ready to solve your QB dilemma, install and set-up your accounting system, and maintain its integrity. Aside from being a tax professional, Valarie is also a wife and mother of 2 kids (if you can call 28 and 25 year olds 'kids"), 2 dogs, and 1 cat.
Penny Belknap is our Sr. Tax Professional. Having joined us in 2003, her 19 years of accounting and tax preparation experience makes her a wealth of knowledge in the areas of individual, business, investment and Corporate areas of taxation and finance. Penny's expertise in the QuickBooks and Peachtree worlds lends itself to excellent customer satisfaction when looking for training solutions to their accounting and software issues.
She is one of our off-site bookkeepers and QuickBooks professionals, ready to serve your accounting needs in the comfort of your own office. Penny is also a mother of 1 child, 2 dogs, and 1 cat.

Barbara Potter is another long-time employee that has rejoined us this season. Barbara spend many years as the Coca-Cola lady, Payroll Manager and tax professional. She returns to us once again to satisfy that need to be 'super-busy' during the winter months.

Lori Thompson joined the Flower City family in 2004 as an Administrative Assistant . Lori has earned her wings as Payroll Administrator, and manages Flower City Payroll Solutions. Although she may still answer the phone, answer your questions and schedule your appointment, our many payroll clients keep Lori a very busy girl!
Support Staff
MaryJo 'MJ' Loturco returned to the fold this year as our Client Advocate. MJ will manage our large E-file database to ensure that returns are accepted as filed, email the PDF copies of your taxes, and will be the go-to person for clients that are following up with more information for their preparer.
